Community in Asia for Research and Development have a set of activities planned and implemented with full involvement of concerned individuals and groups which will build their self-reliance that is capacity to decide and act on their own in the sectors of their one life. Every activity must lead and contribute to this goal of building self-reliance and not vise-versa. The nature of activity and the manner or style in which activity is planned and implemented, therefore, becomes extremely relevant and crucial. Giving fish, net to fish and skill of fishing are all activities. However, in the present context, the first is least preferred, the second is moderately preferred and the last is most preferred. In some cases where individuals or groups simply cannot afford to buy the net, giving both net and skill is more preferred than giving either. In this sense it is not a simply question of choosing either this or that activity but a combination of then best suited and most effective in building self-reliance. Whenever such dilemma arises, the development worker must ask himself if the activity contemplated is going to be any use to people. Will they gain anything by them? Will they restore him a confidence and control over their own lives and destiny? In other words, will those activities make them self-reliance in the sense defined earlier. Will they build their capacity to decide and act on their own independently, efficiently and fairly. The organization created new division for undertaking specific programmers in the areas of training research and need based field programmers as shown.
