It was established in the year 2007-08 and now it is functioning at Khandagiri, Bhubaneswar, in Khordha district of Odisha, with support from Ministry of Social Justice and Empowerment, Government of India. The aim of the IRCA is to provide for the whole range of community based services.

AchieveMents: Activities ODD Foundation is a social development organization in the state of Orissa working with a concern for human suffering arising out of drug deaddiction , mental illness, physical diseases as HIV/AIDS and poverty. The foundation has 4 separate wings. NISTHA, the Drug Deaddiction –Cum -Research Centre, established on 4th December 1997 with focus on preventive, curative and rehabilitative aspects provides services such as deaddiction, aftercare, follow-up, rehabilitation etc. applying its own innovative research – based methodologies. IRCA, the 15-beded Integrated Rehabilitation Centre for Addicts with support from Ministry of Social Justice & Empowerment Govt. of India., extends the services of deaddiction further. EMPATHY, the half-way home for psycho-social rehabilitation of the treated & controlled mentally ill has been providing comprehensive and interdisciplinary care and vocational Training for the mentally ill. EROS, the community care centre for people living with HIV/AIDS provides integrated services as care and counseling, referral services for clinical management, linkages with various govt. and non- govt treatment and counseling centres and support for last rites . Orissa AIDS solidarity Forum supported by the Action Aid, BBSR is working as a collective for protection of the rights of PLWA in partnership with NGOs, CBOs, individual activists and networks since 2006. Reducing the risk of HIV/AIDS among IDUs through peer led Intervention at urban slums of BBSR, in partnership with the Calcutta Samaritans, EAST – II (RRTC)/ DFID has been one of the key activities of the organization . Community based integrated sexual / reproductive health interventions in urban slums of BBSR and rural Keonjhar district of Orissa, formation/ strengthening of youth Forums, social support etc. are the other key activities undertaken. The organization worked in close collaboration with the Orissa State Beverages Corporation Govt. of Orissa, to prevent and control alcohol and other drugs in the whole state by undertaking multimedia awareness and advocacy campaign . Achievements . - So far over a thousand drug addicts have received treatment out of which as many as 700 cases are leading drug free life. - Heightened the level of awareness in all sections of the society about the dangers and effects of drugs and its nexus with HIV/AIDS by multi-media campaign. - Reduced the risk of HIV/AIDS among IDUs through SPYM Peer led Interventions at urban slums of BBSR. - Occupationally rehabilitated about 50 recovering addicts through vocational training. - Over 200 cases of mentally ill have been treated with successful rehabilitation of 36 cases. - Over 300 cases of HIV positive people have been provided integrated services through EROS. - Established one state level platforms of the PLHIV for protection and promotion of the rights of PLWA. - Established the 1st +tve Women’s Network (SHRADHA) in the state. - Rehabilitated over 55 slum children of CSWs through integrated health and educational interventions. - With support from Catalyst Management Services, Bangalore, the organization undertook mapping to identify 100 high-risk villages in Khurda District of Orissa for implementation of Link Workers Schemes on HIV/AIDS supported by NACO.
