CHILDRENS RIGHTS IN GOA Major Activities and Achivements

Goa is the smallest state of India but has received international media attention as incidents of tourism related child sexual abuse have come to light. Children’s Rights in Goa (CRG) was the first organisation in India to develop a coordinated community response against tourism related child sexual exploitation (TCSE), through its Stop Tourism-related Pedophilia (acronym: STxP) campaign, developed in November 2000. Its campaign has contributed towards state acknowledgment of the issue and the enactment of the Goa Children’s Act (GCA), with special provisions dealing with TCSE. This Act is the first Indian law to comprehensively define ‘trafficking’ and contains specific provisions to address TCSE. It also makes the United Nations Convention of the Rights of the Child legally enforceable. The implementation of the Act can help transform the lives of children. CRG is involved in advocacy for the implementation of the Goa Children’s Act. CRG works on a model of prevention of child trafficking and abuse. It has three core programmes: (i) a Child Empowerment Programme, through which it works directly with vulnerable children in the north coastal belt, providing them with safe spaces and safety education; (ii) Campaign Activities to spread awareness and prevent the institutionalisation of tourism related child sexual abuse; and (iii) Child Protection – working with children in need of care and protection; assisting child victims seeking justice through the legal system; advocacy for the strengthening of child protection mechanisms. CRG has also been engaged in research on key issues impacting children’s lives. It has researched the phenomenon of tourism related child sexual abuse, the situation of the migrant community, a case study of child sexual abuse and it has compiled a directory of support services for children.
