PEOPLES FORUM Major Activities and Achivements

People’s Forum, established in 1988, was registered in 1990 under the Society Registration Act, 1860, as a non-profit, secular, and non-political organisation for serving all sections of the people. PF is one of the leading non-governmental organisations (NGOs) operating in Orissa. Its mission is: “To empower the poor, develop their potential, improve the socio-economic status, and eradicate poverty, thereby bringing sustainable development with special emphasis on the weaker and vulnerable groups.” To achieve its mission, PF undertakes various developmental activities on an ongoing basis. These include developing micro enterprises, conducting training and workshops on various income-generation activities, empowering women by developing community-based organisations, improving education and health facilities, preserving the environment, and creating awareness about social issues among communities in Orissa. The NGO-MFI has done commendable work under the project ’Mission Ashra’ started in July 2003, which exclusively deals with destitute, mentally-ill women, and is the only rehabilitation centre in Orissa for the mentally-ill. Though the project is operational only in Orissa, the mentally ill from other states such as Maharashtra, Madhya Pradesh, and Jharkand are also taken care of. The basic aim of Mission Ashra is to improve the lives of destitute women who have psychiatric disabilities. Until now, the project has rescued 260 people, out of which about 70 have been fully cured and sent back to their families. PF started forming self-help groups (SHGs) during 1994-95 under various developmental programmes like watershed development and forest management. As on March 31, 2007, PF has formed 2400 SHGs under various developmental programmes. During 2003-04 (refers to financial year, April 1 to March 31), the NGO-MFI started inculcating the habit of savings among SHG members, and has assisted them in availing loans from banks directly under the SHG-bank linkage scheme. However, given the banks’ targets for lending to the priority sector, they were providing credit only to 7 out of 10 SHGs under each village. Given this situation, the NGO-MFI started lending to the remaining groups. PF earmarked Rs.2.5 million for this activity from its own funds and started lending operations from April 2004. During 2006-07, PF stopped linking SHGs for credit under the SHG-bank linkage scheme, and started focussing on its own microfinance programme. Under the SHG-bank linkage programme, the banks had cumulatively provided Rs.22.85 million to 523 SHGs as on March 31, 2006. PF spent nearly two years in strengthening its team and streamlining the overall processes and control mechanisms for its microfinance programme. During 2006-07, the NGO-MFI segregated its microfinance programme from its developmental programme and created an independent project called ‘Mission Annapurna’.
