AchieveMents: Name of Organization: Forum for Child Rights, Vijayawada, Year of Foundation: 1997 Legal Status: 383/1997 of Registration of Societies Act 1860, Vision of the Organization: To strive towards the creation of a child-friendly society where all the young under difficult situations are ensured of their rights – to survival, protection, development and participation – as enshrined in United Nations’ Convention on the Rights of the Child. Mission of the Organization: To make Krishna district as a child friendly district. Objectives: Every child, in and around Vijayawada, in need and care protection, is rescued/attended on an emergency basis and rendered support/rehabilitated. Convergence between governmental & the Civil Society (non-governmental organizations/academic organizations/ bilateral agencies/ corporate sector in protecting, advocating/monitoring the rights of children. Origin and Historical Development of the Centre / Project: Forum for Child Rights (FCR) is founded in 1997 with the initiative of the then Mayor of the City, late Shri. T. Venkateswara Rao. The FCR is a collaborative non-governmental organization consisting of various organizations, corporate agencies and individuals working for the welfare and development of the children in Need of Care and Protection in the city of Vijayawada and district at large. Since its inception the FCR has been advocating for the children in distress viz., street children, working children, begging children etc. FCR makes a special focus on the street children as they are more vulnerable to abuse and violence. FCR received CHILDLINE, 1098 (CHILDLINE is a national helpline service for the children who are in distress-a toll free call centre) funded by CHILDLINE India Foundation (CIF), Mumbai. Since, its inception 2000 CHILDINE Vijayawada rescued more than 40,000 vulnerable children and received more than 2 lakh calls from different corners of the district. The call centre functions 24 hours and it is located in T.V. Bhavan, Hanuman Pet of Vijayawada city. 5. WHAT IS CHILDLINE CHILDLINE is a national 24-hour free phone emergency and outreach service for children in need of care and protection. It responds to the needs of children and links them to long-term services. Some CHILDLINE key concepts are outlined below: National: CHILDLINE is a project of the Ministry of Women and Child Development, Govt of India. Currently CHILDLINE is functional in every district as per JJ Act, 2006. 24-hours: CHILDLINE is accessible at all times. Free: Accessible to any child, irrespective of economic status. Phone: A child or concerned adult, who finds a child in distress, can call 1098 when she / he have the need to speak to someone. Emergency: A crisis period in the child’s life during which intervention is required. The period lasts from the time of the call to such time that withdrawing assistance would put the child back into crisis. Services: CHILDLINE provides emergency assistance and then refers the child to other organizations for long-term rehabilitation. The services range from direct intervention such as medical assistance (hospitalization or out-patient), protecting children from abuse, supportive (legal, shelter, repatriation) to psychological (counselling) and providing information on other services for children in the city. Children in need of care and protection: Up to the age of 18 years and in extreme emergencies up to 25 years, children who are denied their rights especially street children, child labor, children who have been abused, child victims of the flesh trade, differently-able children, children affected by HIV / AIDS, children affected by conflicts and disasters, child political refugees, children whose families are in crisis. Linking children: CHILDLINE believes in emphasizing that the welfare of the child is a community responsibility that needs to be shared by all concerned adults and systems. Children / concerned adults call CHILDLINE for assistance. 6. VISION & MISSION The vision of CHILDLINE is to protect the rights of children in need of care and protection CHILDLINE aims at responding to the emergency needs of every child in need of care and protection throughout the country and ensure that there is an integrated effort between government, non-government organizations, academic organizations, bilateral agencies, corporate sector and the community in protecting the rights of children. 7. OBJECTIVES OF CHILDLINE i) To reach out to every child in need of care and protection by responding to emergencies on 1098 ii) To provide a platform of networking amongst organizations and to provide linkages to support systems that facilitate the rehabilitation of children in need of care and protection iii) To work together with the Allied Systems (Police, Health Care, Juvenile Justice, Transport, Legal, education, Communication, Media, Political and the Community) to create child friendly systems. iv) To advocate for services for children that are inaccessible, nonexistent or inadequate v) To create a family of NGOs and Government organizations working within the framework of national vision and policy for children. vi) The CHILDLINE would organize CHILDLINE ADVISORY BOARD every 3 months under G.O. Ms. No. 4 (Women Development & Child Welfare & Disabled Welfare (JJ) Department, Government of A.P.), dated 29.1.2002. The Chairman of the CAB is the District Collector and the members are all the allied systems. Achievements: So far in 15 years service CHILDLINE, Vijayawada Run by Forum for Child Rights in Krishna District dealt with 35624 cases & sum of them life saving also.
